PUBLIC NOTICE OF: Proposed Revisions to the GVRA Client Services Policy Manual (“CSPM”)
GVRA hereby provides notice of its intent to revise its Client Services Policy Manual (“CSPM”), specifically related to its policy on the use of personal care attendant services.
These changes are being proposed pursuant to the authority granted to the Georgia Vocational Rehabilitation Agency (GVRA). pursuant to its authority under O.C.G.A. 49-9-1, et seq and 34 CFR § 361.20.
The purpose of the revisions is to update terminology by replacing all references to “personal care attendant” (PCA) services with “personal assistance services” (PAS). The revised policy also clarifies when PAS may be considered as a vocational rehabilitation service. In addition, new language has been added to emphasize that PAS funds shall not be expended unless the VR counselor and the individual have made maximum efforts to obtain comparable benefits and achieve best value purchasing. The payment rate for PAS will be established in the Annual Fee Rate Schedule for VR providers.
Georgia Vocational Rehabilitation Agency is providing a 30-day public review and comment period beginning on July 23, 2025, and ending on August 23, 2025, at 5.00 p.m. Members of the public are invited to review the proposed policy changes and submit written comments during this time.

GVRA will review all comments and may revise the proposed policy based on public input before final adoption.
