The Georgia Vocational Rehabilitation Services (GVRS) board’s nine members provide oversight and guidance to the agency through its executive director.

Individuals are allowed up to five (5) minutes for public comment when attending the GVRS board meeting in person. The board asks that individuals seeking to offer public comments provide written notice in advance or upon completion of the meeting.

The Georgia State Rehabilitation Council (SRC) is a federally mandated oversight body appointed by the Governor to represent a broad range of individuals with disabilities as well as non-disabled stakeholders including family members, employers, counselors, and educators. The SRC collaborates with the GVRA to develop plans for services and make recommendations to assist people with disabilities achieve employment and independence. Employment First Council: Senate Bill 96, introduced during the 2025 legislative session, consolidated responsibilities of the Georgia Employment First Council with those of the Georgia Vocational Rehabilitation Services Board. Signed by Governor Brian P. Kemp in May 2025, the bill underscores the state’s commitment to a state policy supporting individuals with disabilities in achieving competitive, integrated employment. Under Senate Bill 96, the responsibilities for advancing the Employment First Policy also include:

  • Providing biannual recommendations to the Governor and state legislature on the adoption and implementation of a policy recognizing competitive integrated employment as the preferred option for all state-funded services provided to working-age individuals with disabilities;
  • Promoting awareness of the Employment First Policy through targeted educational activities;
  • Developing a comprehensive, statewide training plan for providers serving individuals with disabilities;
  • Evaluating funding mechanisms for Georgians with disabilities, including those attending inclusive postsecondary institutions.

All changes under Senate Bill 96 became effective July 1, 2025.
