Proposed Policy Revisions: Personal Assistance Services (CSPM 8.5.41)

On July 23, 2025, GVRA released proposed revisions to its Client Services Policy Manual (Section 8.5.41) to update terminology, replacing “personal care attendant” (PCA) services with “personal assistance services” (PAS) and to clarify when PAS may be provided as a vocational rehabilitation service.

The revised policy also adds language to ensure PAS funds are used only after exploring comparable benefits and best value purchasing. PAS payment rates will be outlined in GVRA’s Annual Fee Rate Schedule.

GVRA held a 30-day public comment period from July 23 to August 23, 2025. In developing the revisions, GVRA worked with key stakeholders, including the State Rehabilitation Council (SRC), to align the policy with federal guidance and stakeholder input.
